по опыту использования плекса, могу только добавить, что аппаратное ускорение кодирования и декодирования видео не есть самоцель
а нормальное проигрывание как видео так и live-tv, можно достичь путём тонких настроек и чтобы по возможности избежать вообще перекодирования или простого перезжатия из одного и того же кодека, касается видео и звука,
благо сейчас уже в основном все клиенты умеют играть прямой источник
а платная учётка плекса всё же стоит того, потаму как допустим в том же приложении для андроида идёт в комплекте пересобраный ExoPlayer
с которым стало на порядок лучше с проигрыванием любого контента на смартфоне

можете попробовать штатное видео приложение и там тоже активируется аппаратное ускорение кодирования и декодирования видео, но только для 916 версии и нужна тоже учётка только в этом случае учётка сино
проверить активированы ли лицензии кодеков можно командой:
cat /usr/syno/etc/codec/activation.conf

мне без разницы "сколько", речь ведь не об этом вообще, а о том какой фунционал есть вообще
