(PhotoStation can't be forced to index pictures on network shares) as it's just another way of mounting a remote share that doesn't seem too much different from CIFS or NFS...
even if xpenology can mount 9p I believe that photostation can not show pictures with network protocol.
Otherwise you can try Moments app. I've mouted shared folder via cifs (network protocol) and then mergerfs (fuse). Moments can index pictures but when the mountpoint is not avaiable then reindex the library; the missing pictures are still avaiable (could not automatically deleted)
I have some tests of 9p but it did not work in xpenology ds918+
