Does Synology allow Xpenology to use their services?

No, this isn't allowed since you're not using a real product from Synology. These services are exclusive for Synology buyers.

Synology does not allow this since to start with, using DSM on non-Synology hardware is already a breach of the EULA.

That serial generator does indeed generate valid serial numbers (for now) but that's about it. It will only allow (as far as I am aware) the full use of some proprietary apps (like Video Station or Photo Station for example) to properly transcode videos. This seems to be something new since DSM 6.1 as before there was no need for a valid SN for those apps. In any case you will not be able to use Quickconnect with only a valid SN.

How is the generator creating a valid serial number? Does that mean it's registered against Synology databases and Synology knows you're using their OS on your own hardware?

 

I can download and install apps from the package center so that means they're allowing it but could take it away at any moment?

Generating a valid serial is not that complicated when it's based on a known alogrithm. But modern systems often test them against a database. Sometimes serials and/or their resulting activation codes/checksums are attached to specific hardware parts. Synology will not block all apps in the future but - simply said - yes, that would be possible. 

 

A prominent example is Microsoft. They block Windows Updates for Win7/8/8.1 users when they use the newest generation of Intel CPUs.
