  1. It's not enough to connect to Vpn server for using Plex outside the lan, you need to NAT local lan to vpn lan as well. Unfortunately, Synology's OS doesn't allow that using 'iptables commands'. You can try other vpn solutions (dd-wrt. openwrt, openvpnas etc).
  2. What kind o VPN are you using? If you use VPN from Synology, you won't be able to pass Plex through it. The simplest way is to put OpenVpn Access Server into VM. It takes 5 minutes. Otherwise, you have to have some linux knowledges.
  3. Try this. Set to static IP in DSM. For every other device of your network bind an IP on router. In this way you avoid your router to assign an IP witch may be in conflict with DSM.
