I found out that it was a camera setting in Surveillance Station that I needed to change due to my Eufy 2K indoor cameras. Apparently, you must go to the "Device Settings", and on the last table, select the dropdown: "Streaming information source" and select "Streaming" and NOT "RTSP". All of the DS Cam stuttering went away after that.
