yes each time it reached 54/55% then it restarted and the installation started from 0 or said that the disks had been moved. I tried everything even changing sata maps or disks. but the problem later seen on the firewall connecting when installing to synology. removing the internet I solved.

Hi guys a big thank you to @pocopico, for the great work. I solved the installation loop. You will have to disconnect the internet connection during the installation, I noticed through firewalls that requests are made to synology updates. blocking them, the installation continues up to 100% and the system starts.
